Now, I've been told that this technically isn't a one-layer card because of the popped up pieces, but hey, I tried ;)
I first inked the fish stamp in Soft Sky, and before I stamped, I sponged around edges of the stamp with some Garden Green and stamped onto Whisper White. After that, I used my Stamp-a-ma-jig to stamp on the fish again in Illuminate Ink to give the fish a shimmery look.
